Brief Bio

Stephen Mawutor Donkor is a seasoned telecommunications and digital governance expert with over one decades of experience in open-source technology, digital inclusion, and youth capacity building. As a long-time advocate for open-source solutions, he has played a pivotal role in the Ghanaian and African technology ecosystems, championing digital skills development and fostering innovation.

Mawutor has been instrumental in creating and supporting numerous tech initiatives, through the Linux Accra Community, where he has trained individuals/organisations on open-source data and applications for over 12 years. His commitment to bridging the digital divide extends to his work with the American Corner at the U.S. Embassy in Accra, where he mentors and empowers youth with critical digital skills.

Having worked extensively but not limited with telecommunications firms, software development teams, and open-source organizations like (FOSSFA) Free and Open Source Software Foundation for Africa, Humanitarian OpenStreetMap Team(HOT), MapGive, Worldbank…, Mawutor brings a wealth of knowledge in network infrastructure, open-data, software design, digital policy and community of practice. As one of the IGFYouth coordinator in Ghana, he supports the African Parliamentary Network on Internet Governance(APNIG), he also led multiple projects aimed at equipping young people with digital competencies , but not limited to founding the NGO that maintain, capture and digitalise the digital footprints of buildings and roads in Ghana, while ensuring their active participation in the global digital economy.

Mawutor is also a member of the Ghana Internet Governance forum Multi-stakeholder Advisory Group (IGF-MAG), dedicated to shaping policies that drive Ghana’s internet governance agenda, enhance digital rights, and foster an inclusive, secure, and open internet for all.
